Jim Walters
Mr. James M. Walters, P.E., is the President of the Houston Business Unit of SNC-Lavalin. He has 37 years of experience in the design of refining and chemical plants and the design and operation of nuclear facilities. He earned an undergraduate degree in nuclear science from the U.S. Naval Academy, and a graduate degree in mechanical engineering from the University of Houston. He served in Rickover's Nuclear Submarine service for five years, assigned to two nuclear submarines in technical and managerial roles. After leaving the Navy in 1974, Mr. Walters entered the refining and petrochemical field, working as a Mechanical Engineer, then progressing into project management. He became President of SNC-Lavalin’s Houston Business Unit in 1990, and has served in this function since that time.
Gary Gibson
Mr. Gary L. Gibson, P.E., is Vice President, Plant Engineering Services with 33 years of detailed and supervisory experience in refining, petrochemical and power projects. He is a graduate of the University of Arkansas with bachelor’s and master’s degrees in mechanical engineering. His technical expertise is centered in process plant-oriented mechanical engineering. He has worked at every level of responsibility from detailed discipline engineer to his current position in SNC-Lavalin’s Houston Business Unit since January 2003. His strength is managing and coordinating a technical enterprise of diverse engineering skills to deliver quality engineering services for large and small projects in both alliance-type relationships with clients and discrete project execution. Mr. Gibson has worked in the Texas Gulf Coast-centered refining and petrochemical market for a variety of owners and operators of all sizes, successfully completing revamp, maintenance and large capital projects.
Gerry Milligan
Gerry P. Milligan is Vice-President of SNCL's Houston Business unit's newest and fastest growing business segment, EPC Services. Originally from Maryville, TN, and a graduate of the University of Tennessee, Mr. Milligan joined SNCL in January of 2006. Mr. Milligan brought to SNCL his 30+ years of domestic and international Project and Construction Management experience. His technical expertise, business acumen, and results-oriented leadership style have helped him develop and deploy successful project teams working on refining units, ethylene and other chemical plants and primary metals. As SNCL's EPC vice-president, Mr. Milligan oversees projects in areas including gasification, bio and renewable fuels, chemical and pipeline and ranging in size from $30MM to $1.5B.
James Holekamp
Mr. James W. Holekamp, P.E., is the Vice President and Baytown office Site Manager for SNC-Lavalin’s Houston Business Unit. He is responsible for the ExxonMobil alliance which comprises over 300 employees. He has over 30 years of experience in diversified project management and civil/structural design of petrochemical, refining and industrial facilities. He earned a Bachelor of Science degree in Civil Engineering at Texas A&M University in College Station, Texas. Mr. Holekamp began his career with the company and has worked at every level of responsibility starting with discipline design engineer through Civil/Structural Department Manager, Manager of Engineering at the Baytown office, to his current position.
