Overview:
Project Development at SNC encompasses a range of process design efforts that define the project delivery process for capital facilities.
Project development is commonly referred to in the process industries as Front-End Loading or FEL. SNC-Lavalin implements FEL in accordance with a stage-gated process as recognized by the premier industry organizations Construction Industry Institute (CII) and Independent Project Analysis (IPA). In addition, we have experience with many Owner stage-gated processes that are essentially identical, but have slight variations, to the CII and IPA procedures.
By subscribing to the philosophy of “planning at the Front End means success at the Back End” of any project, FEL enables the owner to develop sufficient strategic information to determine cost and risk, so that a decision can be made to commit resources to maximize the chance for a successful project.
FEL as performed by SNC process engineering encompasses three main efforts:
1. Business planning – FEL 1: typically Owner-led, with participation by SNC. It involves:
Project economic evaluation
Technology assessment
Process block flow diagram
Support ROM estimate (+/- 50%)
2. Facility Planning – FEL 2: Also referred to as Process Design Package (PDP), or Schedule A Package. The following key activities are included:
Process simulations
Optimization studies
Technology selection
Preliminary equipment sizing
Preliminary PFD’s
Preliminary PHA
Process simplification and initial value engineering
Budget project estimate (+/- 25%)
3. Project Planning – FEL 3: Also referred to as Front End Engineering Design (FEED), Basic Design Package (BDP) or Process Design Specification (PDS). This phase includes the following activities:
Participate in VIP’s (including energy optimization, design specification review, value engineering, lessons learned, Constructability)
Permit application support
Completed PHA
Finalized PFD’s and P&ID’s
Appropriation-grade project estimate (+/- 10%)
SNC has the capability to start the project definition with pilot plant data, technology package, or preliminary process design; and produce an FEL 3 package. We have experience working with technology supplied by clients, as well as with third party licensors.
Results:
Facility design package that can be used for evaluation of project economics; or to launch the EPC phase of the project.
